Financial Support

a.     Comprehensive Social Security Assistance (CSSA) Scheme

The CSSA Scheme provides financial support for those who cannot support themselves financially to meet their basic needs. Applicants are required to accept the income and asset tests.

b.     Old Age Allowance (Fruit Money)

As part of the Social Security Allowance (SSA) Scheme, this Allowance is available for elderly residents aged 70 and above and requires no test of any kind.

c.     Old Age Living Allowance

As part of the Social Security Allowance (SSA) Scheme, this Allowance is granted to elderly residents aged 65 and above after completion of the asset test.

d.     Normal Disability Allowance and Higher Disability Allowance

As part of the Social Security Allowance (SSA) Scheme, this Allowances require no asset test but requires proof of the severity of disability certified by a doctor.

e.     Living Allowance for Carers of Elderly Persons

This Allowance is a pilot scheme aiming to provide a living allowance for carers of elderly persons from low-income families. The elderly person(s) being taken care of must  be or have been assessed to be of moderate or severe level of impairment, must be/have been on the Central Waiting List (CWL) for subsidised long-term care services on or before the deadline, and must/have filed an application by the deadline. Qualified applicants will be granted this Allowance after the test.

f.      Other Organisations

The ‘Sheng Kung Hui Stroke Rehabilitation Charity Fund’ aims to raise funds and fund stroke patients from low-income families in order for them to receive appropriate treatment. It funds cases with a sum of HK$60,000-HK$120,000, dependent on the conditions of individual cases.

Rehabilitation Training

a.     Community Rehabilitation Day Centre

The Community Rehabilitation Day Centre (CRDC) provides rehabilitees with rehabilitation training service which enhances their self-maintenance ability. Rehabilitees must apply for the CRDC service by referral of a doctor, physiotherapist, or occupational therapist.

b.     Geriatric Day Hospital

The Geriatric Day Hospital is part of the ambulatory care facilities providing multidisciplinary assessment, continued care, and rehabilitation to geriatric patients. It requires referral by doctors.

Care Services

a.     Day Care Centres/Units for the Elderly

A Day Care Centre provides nursing services and recreational activities for elderly persons aged 60 and above who are assessed to be of a moderate or severe level of impairment.

b.     Day Care Service for Persons with Severe Disabilities

The Day Care Service for Persons with Severe Disabilities provides day care for persons with severe disabilities to strengthen the caring capabilities of family members and help them to continue living in the community. The service requires application through social workers.

c.     Integrated Home Care Services

Home nursing and care services provided for elderly persons with different levels of impairment as assessed by the ‘Standardised Care Need Assessment Mechanism for Elderly Services’. The age requirement for application is 60 years old.

d.     Enhanced Home and Community Care Services

Enhanced home and community care services provided for elderly persons with different levels of impairment as assessed by the ‘Standardised Care Need Assessment Mechanism for Elderly Services’. Although the age requirement for application is 65 years old, elderly persons aged under 60 with such needs may apply for the service.

e.     Home Care Service for Persons with Severe Disabilities

Integrated home care services for persons assessed to be of severe physical disability or persons with severe physical disabilities on the waiting list for subsidised residential care service, including personal care service, nursing service and rehabilitation training to relieve the stress of carers and improve their quality of life.

f.      Community Nursing Services

Specialty home-based nursing services provided for patients prevented from receiving hospital/clinic treatment due to physical challenges. This service must be referred to by medical staff.

Residential Service

a.     Residential Respite Service for the Elderly

This service provides temporary residential service for patients aged 60 and above discharged from hospital after recovery in order for their families to have more time to arrange future residences or modify the household for them. The maximum length of accommodation is six weeks.

b.     Residential Respite Service

This service provides temporary resident service for persons with disabilities who can either directly apply for the service to the service providers or through social worker referrals.

c.     Care and Attention Homes for the Elderly

Care and Attention Homes provide residential care, meals, personal care and limited nursing care, and various activities for elders assessed to be of deficiency in activities of daily living (ADLs) due to moderate impairments but mentally suitable for communal living by the ‘Standardised Care Need Assessment Mechanism for Elderly Services’.

d.     Nursing Homes

Nursing Homes provide residential care, meals, personal care, regular basic medical and nursing care, and social support for elders assessed to be of deficiency in activities of daily living (ADLs) due to severe impairment but mentally suitable for communal living by the ‘Standardised Care Need Assessment Mechanism for Elderly Services’.

e.     Care and Attention Home for Severely Disabled Persons

Provides home living for persons with a severe disability. Applicants must receive the ‘Standardized Assessment for Residential Services for People with Disabilities’. Only qualified applicants will be granted a place.

Support Service

a.     Stroke Patient Organisations

Provides a platform for rehabilitees to support and encourage one another. Rehabilitees and their families can consult related organisations themselves.

b.     Social and Recreational Centre for the Disabled

A platform for persons with disabilities with opportunities to participate in and organize a variety of activities that meet their social, recreational and developmental needs. Rehabilitees and their family can consult related organisations themselves.

c.     Community Rehabilitation Network

Provides patients suffering from chronic diseases with education, training and support services and helps patients integrate into the community by enhancing their self-management capacity and establishing a support network. All rehabilitation networks welcome patients of chronic diseases and carers to find out more from them.

d.     District Support Centre for Persons with Disabilities

Provides persons with disabilities in the community and their families with services and support, helps persons with disabilities to improve the skills of activities for daily living in the household and community, and provides families with care training to reduce their stress. Persons with disabilities and their family can directly apply for services to the related centres.

e.     Community-based Support Projects for Persons with Disabilities

These Projects aim to strengthen the caring capacity and relieve the stress on carers, providing persons with disabilities and their families a better quality of life. People in need of related services can directly apply to the related organisations.

f.      Carer Support Service

Carer Support Service provides comprehensive carers support services at different elderly community support service units, such as District Elderly Community Centre.

g.     District Elderly Community Centre

The Centre provides elders and carers in the community with appropriate services to help elders enjoy their later life in the community. Those in need of related services may consult or apply to a nearby district elderly community centre.

h.     Neighbourhood Elderly Centre

The Centre provides elders and carers in the community with appropriate services to help elders enjoy their later life in the community. Those in need of related services may consult or apply to a nearby district elderly community centre.

i.      Community Rehabilitation Day Centre

Community Rehabilitation Day Centre provides patients and their family with related training activities and educational courses to enhance their care techniques, relieve their care stress, and improve their quality of life.

j.      WeRISE

The WeRISE scheme currently promoted by the Sau Po Centre on Ageing, The University of Hong Kong, is Hong Kong’s first family-oriented scheme for families of stroke patients. Led by social workers in collaboration with volunteers, it aims to help families with stroke patients make the best use of community resources and restore family roles in order for them to face the difficult challenges thereby adjusting to the new lifestyle.

Employment Support

a.     Employment Support

Selective Placement Division, Labour Department

Provides comprehensive employment services for persons with disabilities. Those in need of employment services may directly contact the Labour Department.

b.     Supported Employment

The Supported Employment of the Social Welfare Department provides employment support for persons with disabilities. Applicants may directly apply for service to the related service organisations or apply for referral through the Central Referral System for Rehabilitation Services (CRSRehab).

c.     Employees Retraining Board: Courses for Special Service Targets

Provide patients in rehabilitation with comprehensive courses to facilitate integration into society and achieve self-reliance.

d.     On the Job Training Scheme for People with Disabilities

Provides persons with disabilities with internship opportunities, strengthening their employability and providing them with post-employment follow-up services. Those in need of training can directly contact the related organisations to arrange assessment.

e.     Integrated Vocational Rehabilitation Services Centre

Provides persons with disabilities with a one-stop integrated and seamless vocational rehabilitation service specially designed to prepare for potential advancement to open employment. Those in need of the service can directly contact the related organisations or apply for referral through the Central Referral System for Rehabilitation Services (CRSRehab).

f.      Integrated Vocational Training Centre

Provides persons with disabilities with comprehensively structured vocational skill training to enhance and develop their potential. Those in need of the service can directly contact the related organisations

g.     Sheltered Workshop

Provides persons with disabilities with appropriate training to enhance their work capacity and guidance for employment. Those in need of the service must apply for referral through social workers or the rehabilitation service units.

Transport Service

a.     Rehabus

Rehabus operated by The Hong Kong Society for Rehabilitation through subvention by the Health, Welfare and Food Bureau provides special transport services for persons with disabilities. These services include scheduled route service, dial-a-ride service, pooled dial-a-ride service, and shuttle service. Those in need of the service can make a booking in advance.

b.     Caring Van

St. James’ Settlement provides an accessible transport service for elders or persons with disabilities living in Hong Kong Island. Those in need of the service must first apply for the membership. Those with financial difficulties can apply for referral through social workers to enjoy the free service.

c.     Easy Access Bus

Provides transport service to and from hospitals and clinics for elders aged 60 and above with physical challenges and their carers. Those in need of the service must first apply for membership and make a booking in advance.

d.     SynCab

A private company that provides wheelchair users with another legal and safe accessible point-to-point transport service. Those in need of the service muse make a booking in advance.

e.     Jumbo Taxi

A private company that provides wheelchair users with another legal and safe accessible point-to-point transport service. Those in need of the service muse make a booking in advance.

f.      Diamond Cab

A private company that provides wheelchair users with another legal and safe accessible point-to-point transport service. Those in need of the service muse make a booking in advance.

g.     Public Transport

Airport Express and MTR System

All stations are equipped with accessible facilities, such as lifts. Wheelchair users may request portable lift ramps on trains to facilitate compartment access. Trains are also equipped with space for wheelchair users and priority seats.

Bus

Most buses are low-chassis with space for wheelchair users and priority seats.

Taxi

A commonly used and rather convenient form of transport that provides point-to-point transport for persons with disabilities. Walking assistive devices can be stored in the boot.
